Summary
Per Se Group has an outstanding long-term contract assignment for a Construction Compliance Analyst. This newly established position will preside over the management and verification function for our client to claim tax credits under the Inflation Reduction Act (“IRA”). Specifically, this individual will liaise across our client’s enterprise to ensure full compliance with various requirements for the generation of investment tax credits (“ITC”) and production tax credits (“PTC”), including the necessary recordkeeping and data analysis/monitoring obligations. This position will report to the Construction Project Manager in conjunction with the Tax Credit Entitlement Manager.
What You'll Be Doing
- Train with the Tax Credit Entitlement team on Inflation Reduction Act
- Maintain an in-depth understanding of the Inflation Reduction Act's specific labor standards, prevailing wage laws, apprenticeship requirements, and domestic content as applicable
- Ensure project compliance with IRA requirements by coordinating document collection, become subject matter expert on prevailing wages, apprenticeship, and domestic content, acting as a liaison between project owner and subcontractors, assist in preparation of compliance reports
- Oversee project adherence to IRA regulations, including prevailing wage, apprenticeship and domestic content requirements
- Serve as a point of contact between internal teams, subcontractors, third-party consultants, and project owners to address IRA-related issues
- Monitoring, facilitating, and collecting necessary documentation and data to verify compliance with IRA standards
- Preparing reports to summarize compliance reviews, findings, key data, and overall program status for internal and external stakeholders
- Developing procedures, and templates to ensure consistent adherence to IRA compliance
- Identifying, assessing, and raising non-compliance issues and risks to leadership for resolution
- Track IRA compliance turbine-by-turbine through detailed process to ensure each unit meets the prevailing wage, apprenticeship and domestic content requirements for enhanced tax credit
- Develop detailed project level tracking to focus on labor and domestic content for each specific turbine
- Create detailed turbine tracking to categorize labor hours by turbine
- Keep a running tally of apprentice labor hours by turbine to ensure the project meets the required percentage
- Monitor daily apprentice-to-journeyworker ratios are met for each turbine’s construction activity
- Ability to interpret complex data from various sources and use it to develop and document compliance strategies
- Overlay contractor payroll data with information gathered onsite with respect to which turbine a worker was at and how many hours they spent working on that turbine
What You'll Bring
- 5 years of experience with administrative and/or compliance matters, demonstrating a continued track record of advancement and growing responsibility;
- Proven skills in overseeing complex administrative and organizational business needs – the ability to be a self-starter with low levels of day-to-day supervision is a plus;
- Familiar and comfortable in navigating ambiguous situations to arrive at pragmatic solutions that address the needs of multiple internal stakeholders;
- Strong understanding of financial, tax, and accounting concepts
- Advanced Microsoft Excel skills
- Strong communication and presentation skills, particularly in conveying complex rules and requirements to more general audiences;

What Would Be Nice
- Experience with Davis Bacon Act compliance with construction-related activities is preferred.
- Experience working in a financial institution, independent power producer, energy strategic or similar enterprise is preferred.
Requirements
- Must be able to be physically onsite working
- Must be able to work all days that construction is performed onsite including weekends and holidays
- Travel as needed
The pay range for this role is $40-$50/hour. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire and schedule type).
