Summary
As a quality inspector, you will oversee civil, structural and mechanical work at our client’s refinery to ensure quality management practices are effectively implemented. You will lead the site quality team to verify contractor implementation of key quality processes and compliance with company and regulatory requirements. The position provides leadership to construction quality inspectors and site quality coordinator positions and interfaces with all internal and contractor functions at site. Your critical role supports the implementation, tracking and reporting of all construction processes. The team will count on you to develop procedures and process tools, facilitate meetings, expedite actions from team members and contractors, provide training and coordinate reporting on behalf of the quality team. Scope of work includes inspection, surveillance, and construction/fabrication/refurbishment oversight.

Responsibilities
  • Ensure quality related governance and oversight of construction and fabrication.
  • Provide quality assurance that the civil, structural and mechanical contractors are performing their scope of work to their approved quality plans, ITPs and checklists.
  • Review and approve quality plans, procedures, ITPs, personnel qualifications and other significant documents from site contractors and service providers to ensure that acceptable quality protocols are documented and are being followed for the scope of work covered.
  • Preparation of weekly/monthly reports with KPIs, NCRs, progress status, road blocks, planned activities for the next period, and attendance at project quality meetings.
  • Interpretation of specifications, codes and standards as required, and liaising with regulatory authorities on quality related issues, as well as conducting system walk downs and tracking punch list item closure for mechanical completion and final turnover. This includes managing all documentation requirements for C&SU.
  • Plan and conduct audits and surveillances to verify the implementation and effectiveness of quality plans, procedures and processes, including: NCR; Technical Deviation Notice (TDN); Field Change Notice (FCN); audit/surveillance; Request for Information (RFI), etc.

Preferred Skills and Expertise
  • 15 or more years of construction work experience with at least 10 years of QA/QC experience in an Oil & Gas industry project environment
  • Thorough knowledge of construction, engineering, and fabrication quality for E&I discipline
  • Strong knowledge of plant equipment, materials and manufacturing processes, including inspection and E&I testing
  • Thorough knowledge of project completion turnover and documentation requirements.
  • Experience working with jurisdictional authorities, developing and rolling-out training for quality
  • Previous project execution experience in oil & gas refining, petrochemical or upgrading plus proven experience in the execution of brownfield projects
  • Post-secondary qualification in engineering/technology or equivalent; quality inspection credentials, civil, structural, and mechanical journeyman/technologist; training in civil, structural and mechanical discipline/trade
