Roadway Access & Permitting Specialist

Per Sé Group is seeking an experienced Roadway Access & Permitting Specialist to support fast-paced energy infrastructure projects in the Pittsburgh area. You’ll manage roadway and railroad permitting and access requirements from early project planning through construction closeout and restoration, working across engineering, environmental, construction, legal, government agencies, railroads, and external consultants.

What You’ll Do

• Develop and execute roadway and railroad permitting strategies that support project schedules, constructability, and regulatory requirements.

• Manage roadway access and permitting activities from initial planning through construction closeout and restoration.

• Coordinate with Engineering Project Managers, Environmental Permit Managers, Construction Management, Legal, and external consultants.

• Identify and evaluate public road crossings, driveway entrances, and project access points for safe installation and long-term use.

• Develop contractor haul-route and site-access strategies, considering weight-restricted roads, bridges, traffic impacts, and local roadway constraints.

• Interface with towns, boroughs, townships, cities, counties, state DOTs, and other agencies regarding roadway conditions, traffic engineering, public safety, and maintenance requirements.

• Negotiate and administer Road Use Management Agreements (RUMAs), Right of Entry (ROE) agreements, and Railroad Crossing Agreements.

• Support Maintenance of Traffic (MOT) planning and coordination.

• Evaluate roadway and bridge restrictions affecting construction equipment, material deliveries, and oversize/overweight loads.

• Provide technical guidance regarding roadway construction and restoration, including pavement, drainage, geotechnical considerations, guiderail, and temporary works.

• Coordinate with railroad representatives regarding crossings, access, engineering requirements, and associated agreements.

• Track permit requirements and commitments throughout construction to ensure compliance.

• Support bonding, insurance, contract administration, and restoration requirements associated with roadway access agreements.

• Participate in agency and public meetings and communicate project plans, impacts, and requirements to external stakeholders.

• Coordinate roadway restoration requirements and support cost-effective closeout of project obligations.

• Maintain accurate permitting, agreement, compliance, and project documentation.

What You’ll Bring

• Bachelor’s degree in Engineering, Environmental Science, Construction Management, Transportation, or a related discipline.

• Approximately 5+ years of relevant permitting, roadway, environmental, infrastructure, or project experience.

• Demonstrated experience coordinating roadway permits and access requirements with local and/or state agencies.

• Proven ability to negotiate agreements such as RUMAs, ROEs, railroad crossing agreements, or comparable infrastructure-access agreements.

• Strong working knowledge of roadway construction and restoration practices, including pavement, drainage, geotechnical considerations, guiderail, and temporary works.

• Understanding of traffic engineering, haul-route planning, roadway/bridge restrictions, and construction access requirements.

• Strong organizational and interpersonal skills with the ability to coordinate multiple stakeholders and permitting activities simultaneously.

• Ability to work effectively across Engineering, Environmental, Construction, Legal, consultants, contractors, agencies, and property stakeholders.

• Strong written and verbal communication skills and comfort participating in agency or public meetings.

• Proficiency with Microsoft Office applications.

Experience with Maintenance of Traffic planning, oversize/overweight permitting, bonding and insurance requirements, railroad coordination, and contract administration is highly valued.
