Environmental Specialist III – Energy Infrastructure Permitting

Per Sé Group is seeking an experienced Environmental Specialist III to support complex energy infrastructure projects in Houston, TX. You’ll manage environmental permitting and compliance activities across the project lifecycle, working with regulatory agencies, project teams, consultants, and construction stakeholders to keep projects compliant and moving forward.

What You’ll Do

• Manage environmental permitting and compliance activities for large-scale energy infrastructure projects.

• Develop and maintain environmental policies, processes, compliance documentation, and project records.

• Interpret federal, state, and local environmental regulations and determine project compliance requirements.

• Prepare and submit complex environmental permit applications, renewals, approvals, and variances.

• Develop permitting schedules and integrate environmental milestones with overall project schedules.

• Provide technical expertise related to NEPA, water resources, cultural resources, and natural-resource permitting.

• Assess environmental risks and develop appropriate mitigation strategies.

• Support project planning, including environmental scheduling, cost estimating, impact assessments, and reporting.

• Monitor regulatory developments involving FERC, NEPA, the Clean Water Act, ESA, NHPA, and other applicable requirements.

• Evaluate how regulatory changes may affect project schedules, costs, and compliance obligations.

• Coordinate construction-phase environmental requirements, including FERC certificate conditions, spill prevention, restoration commitments, and permit conditions.

• Track environmental commitments and corrective actions through completion and closeout.

• Conduct environmental compliance audits and due-diligence investigations.

• Coordinate effectively with Engineering, Construction, Project Management, Legal, regulatory agencies, and other stakeholders.

• Lead cross-functional environmental activities and manage external consultants.

• Develop and maintain productive relationships with regulatory agencies.

• Prepare project status reports, regulatory updates, and briefings for leadership and project stakeholders.

• Identify permitting challenges early and proactively develop solutions that protect both compliance and project execution.

• Provide environmental guidance, mentorship, and training to others as needed.

What You’ll Bring

• Bachelor’s degree and at least 4 years of professional environmental experience.

• Strong knowledge of federal and state environmental permitting processes.

• Demonstrated experience with NEPA and FERC requirements.

• Experience with water, cultural-resource, and/or natural-resource permitting.

• Ability to manage multiple environmental permits and regulatory requirements across large-scale projects with aggressive schedules.

• Experience developing permitting timelines and integrating them into broader project schedules.

• Understanding of applicable environmental regulations, including the Clean Water Act, Endangered Species Act, and National Historic Preservation Act.

• Experience coordinating with regulatory agencies and project stakeholders.

• Ability to lead cross-functional teams and effectively manage environmental consultants.

• Strong environmental risk-assessment and problem-solving capabilities.

• Excellent written and verbal communication skills.

• Strong organizational skills and ability to manage competing priorities.

• Proficiency with Microsoft Office applications.

• Strong commitment to safety, environmental stewardship, and regulatory compliance.
