Site Safety Manager – Utility-Scale Solar

Heartland Solar Project | Mendota, CA | Onsite

If you’re the safety professional who would rather prevent the incident than explain afterward why it happened, keep reading.

Per Sé Group is seeking an experienced Site Safety Manager to provide onsite safety leadership for the Heartland Solar Project, a major utility-scale renewable energy development. Reporting to the Construction Site Manager and working closely with the Construction Safety team, you’ll provide the field presence, technical expertise, and contractor oversight needed to help ensure everyone goes home safely at the end of the day.

If SSSPs, OSHA 30, field audits, JSAs/JHAs, corrective actions, incident investigations, and EPC construction safety are already part of your world, we should talk.

What You’ll Do

  • Provide onsite subject-matter expertise for the project’s construction health and safety program.

  • Review and understand the EPC contractor’s Site-Specific Safety Plan (SSSP) and contractual EH&S requirements.

  • Conduct daily field walkdowns, observations, inspections, and audits to identify hazards and verify compliance.

  • Monitor contractor compliance with OSHA, project requirements, contractual safety requirements, and applicable federal, state, and local regulations.

  • Identify potential hazards, assess risk, and work with project safety teams to develop appropriate mitigation strategies.

  • Meet regularly with EPC and contractor safety teams to discuss observations, concerns, and corrective actions.

  • Participate in daily Plan of the Day (POD) meetings with EPC contractors and vendors.

  • Provide safety observations and recommendations to the Construction Site Manager and project leadership.

  • Initiate or recommend corrective actions when unsafe conditions or practices are observed.

  • Administer and support safety training programs and ongoing safety education.

  • Promote a proactive, shared-value safety culture across contractors, suppliers, and project personnel.

  • Support incident and accident investigations, including review of root causes, findings, and corrective actions.

  • Verify contractor incident investigations and reporting satisfy contractual requirements.

  • Maintain accurate incident records and prepare safety reports for site and Construction Safety leadership.

  • Develop and maintain safety documentation, procedures, plans, and protocols.

  • Analyze site safety data to identify trends, recurring issues, and opportunities for improvement.

  • Coordinate with the EPC contractor regarding emergency-response planning, drills, and exercises.

  • Oversee required inspections of PPE, first-aid kits, AEDs, fire extinguishers, and other safety equipment.

  • Collaborate closely with Project Management, the onsite construction team, contractors, suppliers, and regulatory stakeholders.

The Site Safety Manager provides owner-side safety oversight of EPC execution. The owner’s site team observes, audits, communicates concerns, and recommends corrective action based on contractual requirements and industry best practices rather than directing the EPC contractor’s means and methods.

What You’ll Bring

  • 5+ years of onsite Environmental, Health & Safety experience.

  • OSHA 30 certification required.

  • CHST (Construction Health and Safety Technician) and/or CSP (Certified Safety Professional) certification.

  • Demonstrated experience managing safety within active construction environments.

  • Strong knowledge of OSHA regulations, construction safety requirements, codes, and industry best practices.

  • Experience performing field safety observations, inspections, and compliance audits.

  • Experience identifying hazards, assessing risk, and driving corrective actions.

  • Experience supporting incident investigations, root-cause analysis, and corrective-action tracking.

  • Strong understanding of contractor safety programs and Site-Specific Safety Plans.

  • Ability to analyze safety performance data and identify trends and opportunities for improvement.

  • Strong communication and interpersonal skills with the ability to engage contractors, project leadership, and field personnel.

  • Ability to lead safety training and effectively communicate expectations throughout the project organization.

  • Proficiency with safety-management software and Microsoft Office applications.

  • High school diploma or GED required.

  • Ability to work onsite and travel to project locations as required.

Previous experience supporting utility-scale solar, wind, BESS, substation, utility, or other major EPC construction projects is highly valued.

If you’re comfortable walking the work, challenging unsafe conditions, engaging contractors, and building a culture where safety is something people practice rather than something written in a manual, we should talk.
