Great Project Managers Deliver Projects. Great Owner’s Representatives Protect the Investment.

Are you an experienced midstream project leader who knows how to manage complex pipeline projects from the asset owner’s perspective? Can you challenge engineering recommendations, hold contractors accountable, and anticipate execution risks before they impact schedules and budgets?

Per Sé Group is seeking an experienced Midstream Pipeline Project Manager / Owner’s Representative to support a major energy company’s U.S. project execution organization.

This is an opportunity to take ownership of project execution oversight for a significant midstream infrastructure initiative while working with engineering, construction, and operations teams to deliver safe, efficient, and successful outcomes.

The Challenge

You’ll represent the asset owner’s interests throughout the development and execution of pipeline and potentially terminal-related infrastructure projects.

Your responsibilities will include:

  • Overseeing engineering, procurement, construction, commissioning, and project closeout activities.

  • Managing project schedules, budgets, milestones, risks, and overall execution performance.

  • Providing owner-side oversight of EPC contractors, engineering firms, and third-party service providers.

  • Reviewing engineering deliverables, contractor scopes, technical recommendations, and proposed changes.

  • Coordinating project activities with engineering, operations, commercial, and construction stakeholders.

  • Monitoring construction quality, safety performance, regulatory coordination, and operational readiness.

  • Identifying execution challenges, recommending solutions, and communicating project status to leadership.

  • Supporting commissioning, turnover, and integration of new infrastructure with existing operating assets.

What You Bring

  • Significant project management experience in the oil and gas midstream industry, including direct pipeline infrastructure project experience.

  • Demonstrated success as a Project Manager, Owner’s Representative, or owner-side project execution leader.

  • Strong understanding of pipeline engineering, construction, project development, and execution practices.

  • Experience overseeing EPC contractors, engineering consultants, and construction service providers.

  • Proven ability to manage scope, budgets, schedules, contractor performance, and execution risks.

  • Strong technical judgment, communication skills, and the ability to work independently.

  • Willingness to travel approximately 30% within the United States.

Especially valuable: Experience with pipeline terminals, pump stations, storage facilities, pipeline operators or midstream asset owners, permitting and regulatory coordination, and full project lifecycle execution. A bachelor’s degree in Engineering, Construction Management, or a related technical discipline is preferred.
