Location: Toledo, OH | Remote During Initial Engineering Phases
Employment Type: Long-Term Contract
Duration: January 4, 2027 – January 3, 2028
Schedule: Monday–Friday | Typically 40 Hours/Week; Extended Hours During Construction & Startup

Complex Marine Infrastructure Demands More Than Engineering. It Takes Someone Who Can Protect the Owner’s Interests From Design Through Startup.

Are you an experienced Owner’s Representative who understands the complexities of marine terminals, refinery infrastructure, and hydrocarbon product-transfer systems? Can you challenge engineering recommendations, coordinate multiple technical disciplines, and ensure that what gets designed can be safely constructed, operated, and maintained?

Per Sé Group is seeking a highly experienced Marine Dock Owner’s Representative to support a major energy company’s Great Lakes marine dock and terminal infrastructure project.

This is a specialized, high-impact opportunity to represent the asset owner’s interests throughout project definition, engineering, construction, commissioning, and startup.

The Challenge

You’ll serve as the owner’s primary technical and project execution representative, ensuring engineering and construction activities align with refinery operations, marine-terminal requirements, and long-term asset reliability.

Your responsibilities will include:

  • Representing the asset owner throughout project definition, front-end engineering, detailed design, construction, commissioning, and startup.

  • Reviewing and challenging engineering deliverables, project estimates, schedules, execution plans, and contractor recommendations.

  • Coordinating marine, civil/structural, mechanical, piping, electrical, controls, environmental, regulatory, and operational interfaces.

  • Overseeing improvements to hydrocarbon marine docks, including vapor destruction units, dock flush tanks, piping, controls, utilities, and drainage systems.

  • Leading constructability, operability, maintainability, product-transfer, and startup-readiness reviews.

  • Monitoring contractor performance, project scope, cost, schedule, quality, risk, and change management.

  • Resolving technical and operational interface issues between refinery systems and marine dock infrastructure.

  • Supporting construction completion, commissioning, operational turnover, and startup readiness.

What You Bring

  • 10+ years of relevant experience in owner’s engineering, project engineering, refinery/offsites infrastructure, marine terminals, ports, or waterfront industrial projects.

  • Direct experience with hydrocarbon marine docks, product-transfer systems, loading facilities, or comparable refinery/terminal infrastructure.

  • Demonstrated experience representing an asset owner’s interests and independently evaluating EPC or engineering-contractor recommendations.

  • Strong understanding of multidisciplinary engineering, construction execution, contractor oversight, and operational interfaces.

  • Experience supporting major capital projects through construction, commissioning, and startup.

  • Excellent technical judgment, communication, stakeholder coordination, and problem-solving skills.

  • Ability to work independently while coordinating with project leadership, engineering, operations, maintenance, and contractors.

Especially valuable: Experience with marine dock vapor destruction units, flush tank installations, brownfield refinery modifications, marine permitting, and regulatory coordination. PE, PMP, marine engineering, or relevant operations credentials are also valued.

The Assignment

The position offers a phased work arrangement aligned with the project lifecycle:

  • Engineering & Design: Primarily remote, with planned visits to Toledo for project kickoff, design reviews, and technical coordination.

  • Construction: Increased onsite presence to oversee contractor execution, field quality, change management, and issue resolution.

  • Commissioning & Startup: Full-time onsite support as needed through turnover and stable operation.

The typical schedule is Monday–Friday, 8:00 AM–5:00 PM, approximately 40 hours per week. During construction and startup, hours may increase to 50–60 per week for approximately 2–4 weeks, including potential weekend work.

Additional Requirements: Candidates must satisfy applicable DISA background screening and alcohol and drug testing requirements, including urine, breath alcohol, and hair follicle screening. No separate per diem is provided for this assignment.
