Summary
Per Sé Group is hiring an experienced Project Construction E & I Quality Inspector for a long term contract at our client’s petroleum refinery in Corpus Christi. During this multi-year assignment, you will be accountable to ensure Quality Management practices are implemented on the project to achieve and demonstrate technical integrity. The E & I Quality Inspector leads the Quality Team to verify contractor implementation and effectiveness of key quality processes and compliance with any regulatory requirements. The position provides leadership to Construction Quality Inspectors and Site Quality Coordinator positions and interfaces with all client and contractor functions at site.


 
Responsibilities
  • Maintain daily inspection notes and document progress, issues, and non-conformance reports (NCRs) as necessary.
  • Keep a log of projects, progress, and status of QA deliverables
  • Provide Quality Assurance that the E&I contractors are performing their scope of work to their approved Quality plans, ITPs and checklists. Ensuring that all work performed meets the regulatory and Client requirements for safe start up and operations.
  • Develop procedures and process tools, facilitate meetings, expedite actions from team members and contractors, provide training and coordinate reporting on behalf of the Quality team. Scope of work includes: inspection, surveillance, and construction/fabrication/refurbishment oversight.
  • Ensure Quality related governance and oversight of construction and fabrication:
  • Develop and contribute to the Construction portion of the Project Quality Plan and the Project Execution Plan.
  • Review and approve Quality Plans, procedures, ITPs, personnel qualifications and other significant documents from site contractors and service providers to ensure that acceptable quality protocols are documented and are being followed for the scope of work covered.
  • Preparation of weekly/monthly reports with KPIs, NCRs, progress status, road blocks, planned activities for the next period, and attendance at Project Quality meetings.
  • Conduct system walk downs and track punch list item closure for mechanical completion and final turnover. Including all documentation requirements for C&SU.
  • Interpretation of specifications, codes and standards as required, and liaising with regulatory authorities on Quality related issues.
  • Risk Management with respect to Quality, including identification of quality risks and mitigation through the implementation of quality assurance and quality control.

Preferred Skills and Expertise
  • Construction work experience and project execution experience in oil & gas refining, petrochemical or upgrading - 15+ years
  • Quality experience in an Oil & Gas industry project environment - 10+ years
  • Thorough knowledge of Construction, Engineering, Fabrication Quality for E&I discipline Strong knowledge of plant equipment, materials and manufacturing processes, including inspection and E&I testing of the same
  • Understanding of Quality requirements related to E&I
  • Thorough knowledge of project completion turnover and documentation requirements.
  • Experience dealing with jurisdictional authorities
  • Experience developing and rolling-out training for quality
  • Proven experience in the execution of brownfield projects
